I would like to attack the problem with Social Security by at least partially removing the Ponzi-scheme principle, while at the same time create a huge cache of money that can be used to give US business a boost.

SS is based on the idea that growth in the eoncomy will allow future payments taken from future taxes on workers. This is speculative, and I would allow individuals to apportion some of their FICA tax to a US Manufacturing Fund.

Bonds could be issued from this fund, but only to 100% US-owned companies, and only for projects in the US, and only for enterprises that hire only US workers.

Modest interest could be charged for these bonds, in keeping with the investment needs of the SS fund, making the cost of capital quite attractive.

This is a classic virtuous economic circle. The danger, of course, is that over time the management could be subverted and begin to place investment in other countries or allow import workers into these factories.
